💍 In Pennsylvania, the Register of Wills — acting as Clerk of the Orphans' Court — issues marriage licenses (23 Pa.C.S. § 1301). Apply at any PA county and the license is valid anywhere in the Commonwealth. Watch for the 3-day waiting period and that many counties require an appointment. Pennsylvania also offers a unique self-uniting license (marry without an officiant). Business names (DBA) and hunting/fishing licenses are nothandled here — those go to the PA Department of State and your County Treasurer.
