Two parts: a licence fee of up to $30.00 (N.D.C.C. 14-03-22(1) — a cap, which the county sets under) and a $35.00supplemental fee for the domestic violence prevention fund, collected “in addition to the license fee” (14-03-22(2)). McHenry County publishes no figure; every North Dakota county page we read that gives one says $65. Call to confirm before you go.
Which office issues it here
By statute the recorder issues marriage licences “unless the board of county commissioners designates a different official” (14-03-10), and twelve North Dakota counties have — to the Clerk of District Court, the Finance Office, the Tax Equalization Office, the Treasurer or the Auditor. Where to apply, and how long it lasts
Apply in the county where either of you lives or is temporarily staying, where a parent of either of you lives, or where the ceremony will be. The licence must be issued no more than 60 days before the wedding (14-03-10), and the ceremony may be anywhere in North Dakota (14-03-09).

The recorder or designated official may marry you: $30.00during courthouse hours (14-03-22(3)). Certified copies of the marriage record come from the county that issued the licence, at a price the county sets — the Department of Health and Human Services notes “the fees may vary from county to county”.
