In Iowa the county auditor, not the recorder, keeps the voter rolls: “The county auditor of each county is designated as the county commissioner of elections … The county commissioner of elections shall conduct voter registration” (Iowa Code § 47.2(1)). The Secretary of State: “complete a voter registration form and return it to your county auditor’s office”, or register online through the Department of Transportation with an Iowa driver's licence or ID. Pre-registration closes 15 days before an election; you may also register at the polls on election day with proof of identity and residence.
