This price is set by Department of Health rule, not by statute: W.S. 35-1-428(a) tells the department to “prescribe reasonable fees”, so the number lives on the department's own application form and the statute is only the authority for it. Read from the 2024 form linked below.
You cannot order a Wyoming birth certificate as a member of the public. The application makes you state your relationship to the person named on it and your reason for wanting it, and the signature must be from someone 18 or older.
A photocopy of valid government-issued ID— driver's license, state ID card, passport or tribal ID. If the signature is on the back, copy both sides. An ID that expired less than 60 days ago is still accepted. If you cannot supply ID, the form can be notarized instead. Attach the copy with clear tape rather than staples, which is what the form asks for. One more rule specific to birth records: once four or more certified copies have been issued in your lifetime, every further request needs a notarized Excessive Copies Form as well.
