Recording is handled by the County Clerk — the clerk of the county commission — not the Circuit Clerk, who serves the court. $1.00 per page after 5th (§ 59-1-10(a)(7)). The § 5A-8-15(h) fee is $2.00 for a document under 20 pages and $1.00 more for each further 10 pages.
WV Code § 39-1-2(a) accepts a writing that has been acknowledged before the County Clerk — the clerk may take that acknowledgment itself, which is a notarial act under § 39-4-2 — or proved by two witnesses to your signature before the clerk. The witnesses are an alternative, not an extra requirement: you do not need them if the document is acknowledged.
The County Clerk is not a notary public, though. § 39-4-10(a)(2) gives that role to a clerk of a court. For any other document, you need a notary commissioned by the Secretary of State.
