Registration in Virginia is run by the general registrar of each county and independent city, not the Circuit Court Clerk. Va. Code § 24.2-114 has the general registrar “Maintain the office of the general registrar and establish and maintain additional public places for voter registration”. The Department of Elections lists where to get an application — online registration, the “Local voter registration office”, or a printable form — and warns that an address change “not submitted to the office of the general registrar by the applicable deadline” may keep you from voting.
