It must be handed in IN PERSON at an acceptance facility, a passport agency by appointment, or a US embassy or consulate abroad. Acceptance facilities include post offices, many county clerk and recorder offices, and some libraries and courthouses; the U.S. Department of State designates them one location at a time, so use the facility directory linked above rather than assuming.
