The Secretary of State: “Download and complete the Voter Registration Application and mail the application to your county election commission”, and “The election commission office will process any by-mail voter registration form that has been postmarked at least thirty (30) days before the election.” The County Clerk’s office is one of the places you can pick up a blank application — the Secretary of State lists County Clerk’s Offices among the places to “Pick up voter registration applications in person”, alongside election commission offices, public libraries and register of deeds offices — but the completed form goes to the election commission.
