Why $18.00: it is two fees, both set by 28 O.S. § 32 — the first-page recording fee in § 32(A)(1), and $10.00that § 32(C) adds for every instrument recorded, for the County Clerk's Records Management and Preservation Fund. Each page after the first is $2.00(§ 32(A)(2)). The statute calls these “flat fees to be uniform throughout the state”, so $18.00 is the price in every Oklahoma county.

If the document does not meet the format rules

A document is nonconforming if it breaks the rules in 19 O.S. § 298(B) — larger than 8½ × 14 inches, less than a 2-inch top margin or 1-inch side and bottom margins, not legible, or not in English. The clerk must still take it, but at $25.00 for the first page and $10.00 for each page after (28 O.S. § 32(A)(13)–(14)), plus the $10.00. A page listing more than 25 legal descriptions costs $1.00 per legal description over 25 on a page (19 O.S. § 298(A)).

Copies of recorded documents

Copies are $1.00 a page and certifying a copy is $1.00 a page (28 O.S. § 32(A)(4), (7)).

The documentary stamp tax is separate

A deed for land that was sold also carries Oklahoma's documentary stamp tax, not a recording fee: $0.75 per $500 of consideration, on a sale for more than $100 (68 O.S. § 3201(A)).
