Voter registration in Oklahoma is handled by the County Election Board, not the County Clerk. The State Election Board lists three ways to register:

Online, by mail, or in person
Onlinethrough the OK Voter Portal's Online Voter Registration System, if you have an Oklahoma driver license or state ID and a signature on file with Service Oklahoma. By mail on the application from the OK Voter Portal. In person at the Lincoln County Election Board. An application must be received at least 25 days before an election to count for that election.
