Oklahoma law charges $5.00 instead of $50.00 if you hand the clerk a certificate showing you both completed a premarital counseling program (28 O.S. § 31; 43 O.S. § 5.1). The program must run at least four hours and be given by a licensed health professional (a psychiatrist, psychologist, licensed social worker with marriage-counseling experience, marriage and family therapist, or professional counselor), an official representative of a religious institution, or someone trained to teach a nationally recognized marriage-education curriculum such as PREP. The provider signs the certificate.
Both of you apply in person. The application is signed and sworn to by both parties before the Court Clerk (43 O.S. § 5(A)), who is the clerk of the district court, not the County Clerk. Bring proof of your name and age: the statute names a certified birth certificate, a current driver license or ID card, a current passport or visa, or another government-issued document accepted as proof of identity and age.
