Registration in Ohio is run by the county board of elections, not the Clerk of Courts. R.C. 3503.19(A) lets you register at a designated agency, a deputy registrar of motor vehicles, a public high school or vocational school, a public library or the county treasurer, “or by mail at the office of the secretary of state or at the office of a board of elections” — the clerk of courts is not among them.
