Birth certificates are issued by Ohio Vital Records, not the County Clerk.

Not to this office. Ohio also has more than 100 local health departments issuing same-day copies, and any of them can issue a certificate for any Ohio birth — but each sets its own fee, typically higher than the state's (roughly $22–$30), so you are trading money for speed. State birth records begin 20 December 1908.
