Registration in North Carolina is run by the county board of elections, not the Clerk of Superior Court. G.S. § 163-82.1(b): “A county board of elections shall register, in accordance with this Article, every person qualified to vote in that county who makes an application in accordance with this Article.” Online registration is only for existing NCDMV customers — the State Board of Elections: “Existing N.C. Division of Motor Vehicles (NCDMV) customers may submit an online voter registration application.” Everyone else mails the state application to the county board of elections (“Mail the form to your county board of elections”), registers in person at the DMV, or registers in person during early voting.
