In Kentucky the County Clerk of your county of residence handles vehicle registration renewals, title transfers, license plates, and boat registration. Online renewal is available statewide at drive.ky.gov, but leased vehicles and boats can't be renewed online — those go through the clerk. The registration renewal fee is $21 and the title fee is $9 (a $2 mailing fee applies to mail/online renewals; a county ad valorem property tax that varies by county and vehicle value is also collected at renewal).
The title signed by the seller and notarized, a photo ID, proof of Kentucky insurance (effective within 45 days), the completed Application for Title/Registration (TC 96-182), and the odometer disclosure.
