California marriage licenses are issued by the County Clerk (part of the combined County Clerk-Recorder in most counties). The fee is set by county ordinance(Gov. Code § 26840) and varies widely across California's 58 counties — typically $35–$115. There is no waiting period, no blood test, and no residency requirement; the license is valid 90 days and may be used anywhere in California. Both parties appear in person with government-issued photo ID, and the officiant returns the signed license to the County Recorder within 10 days. If either party was divorced within the last 90 days, bring the final dissolution decree.
