$98.00marriage license — statewide, including covenant marriages

In Arizona, marriage licenses are issued by the Clerk of the Superior Court — not a county clerk (Arizona has no traditional county clerk office), and under A.R.S. § 25-121(A) any of the fifteen counties can issue one. The fee is $98.00 everywhere in the state. The figure printed in A.R.S. § 12-284(A) is $83.00, but § 12-284(L) lets the Arizona Supreme Court raise it, and the Court's current fee schedule — Administrative Order 2024-210, effective 28 December 2024 — sets it at $98.00, covenant marriages included. A certified copy is $35.00 on the same schedule. There is no waiting period, no blood test, and no residency requirement, and the license is valid for a full 12 months — much longer than most states — usable anywhere in Arizona regardless of the issuing county. Both parties appear in person; Social Security numbers are collected separately from the affidavit (ARS § 25-121(B)), and the officiant returns the completed license within 30 days (ARS § 25-123).

💜 Covenant marriage available

Arizona is one of only three states offering covenant marriage (ARS §§ 25-901 to 25-906) — a more binding commitment that requires premarital counseling and a notarized declaration. Ask the Clerk of the Superior Court about it when you apply.

What Cochise County requires

  • Both of you in person, each with a valid government-issued photo ID — a driver’s license, ID card or passport.
  • If either of you is 16 or 17: an emancipation order or the consent of at least one parent or guardian.

Pay $98.00 by cash, money order, VISA or MasterCard — Cochise does NOT accept personal checks for marriage licenses. The license is valid twelve months from issuance, usable anywhere in Arizona, with no residency requirement and no blood test.

Published by Cochise County, as of 15 September 2026. See the county's own list ↗ This is the list to pack for. Arizona's statutory minimum is below, and explains why it differs from county to county.

What Arizona law requires — the minimum

  • Both of you, to apply to the clerk of the superior court. A.R.S. § 25-121(A) lets you use ANY of the fifteen counties — you are not tied to where you live or where the ceremony is.
  • A sworn affidavit, which the clerk provides. § 25-121(B) requires you to "complete and sign under oath" a statement of each applicant’s name, age and residential address.
  • Your Social Security numbers — handed to the clerk SEPARATELY from the affidavit, which is how § 25-121(B) words it.
  • The $98.00 fee. Payment methods are set by each county, not by statute, and they differ sharply: several offices take no cards, and some justice courts take money orders only.
  • If either of you is 16 or 17: an emancipation order or the consent of the parent or guardian with custody, and the older partner must be no more than three years older (§ 25-102). Under 16 cannot marry.

This is the floor, not the whole list. A county may require more than the statute and can never require less — and every Arizona county whose page we have read asks for government-issued photo identification, which § 25-121 does not mention at all. Several also require the address on that ID to match what you put on the application. The license expires ONE YEAR from the date it is issued (§ 25-121(B)), there is no waiting period and no residency requirement, and it can be used anywhere in Arizona regardless of which county issued it. Where this page shows a list published by this county, pack for that one.

Two witnesses — at the ceremony, not at the counter. A.R.S. § 25-125(A) makes a valid marriage one contracted through a ceremony conducted by an authorized officiant “and at which at least two witnesses who are at least eighteen years of age participate”, and (B) requires the license to be signed by both spouses, two of the witnesses and the officiant before it is returned to the Clerk of the Superior Court for recording. No witness is needed to be issued the license — they are needed to complete it.
