Birth certificates are issued by Arkansas Vital Records, not the County Clerk.

Mail the form with a copy of your photo ID and a check or money order to ADH Vital Records in Little Rock, or order in person at a Local Health Unit or at the Little Rock office — the Department of Health “is pleased to offer vital records services in every county”. The County Clerk does not hold birth records. Only Arkansas births are held, and records before February 1914 are limited.
